UPDATE: After hours of trying, I finally fixed the problem. If someone has a similar issue on Windows 10, open command prompt as admin and type in these commands one by one: netsh int tcp set global autotuninglevel=normal I hope this helps you get back to full speed faster than it took me. God bless.

Recently, after moving house, my PC stopped getting full gigabit ethernet speeds. I have gigabit internet with Virgin Media and checked the speeds using a laptop connected to the router. The test on the laptop went up immediately to around 900mbps and then reached 1000mbps. However, when I ran the speed tests on my PC through speedtest.net, the initial peak was only about 60mbps before slowly climbing to 450mbps. Even worse is that if I use the Windows app for speed testing, it jumps to around 80mbps and stays there.

I know my motherboard supports gigabit because at my last house with gigabit internet, my PC ran at full speed on both my laptop and PC without any issues. I checked both the router settings and the PC settings, and they all showed a gigabit connection. I thought maybe the ethernet port could have been damaged during shipping, so I tried plugging my phone into it using USB tethering. My phone got about 500-600mbps on wifi, so I expected seeing some speed spikes when testing through USB on my PC if the ethernet was bad. But the speed tests behaved exactly like when plugged via ethernet: starting at around 60mbps and slowly rising to about 300mbps on the website, or jumping straight to 80mbps in the Windows app.

So I can only assume something is interfering with my speeds at a software level, but I don't know what it could be. Before every test run, I made sure to turn off gigabit lite, disable gigabit, green ethernet, and energy efficient ethernet settings. Anyone else have any idea what might be causing this sudden weird behavior?
