the game is consistently lagging behind the base clock, and i'm pretty confident my cpu is limiting performance while trying to play fallout 4 on ultra.

i have an 8g ram, a ryanz 3 1200 cpu, and a gtx 1050ti. i see around 38-60fps in fallout 4. my wife has a similar setup with a better cpu and she gets 60-90fps.
