Why disabling vsync doesn't prevent WPRKING

Why does my vsync fps stay at 60 when I disable it? It works fine in some games like Fortnite, but not others such as Red Dead Redemption 2 and Marvel Avengers. I think it might be because the games I downloaded recently had issues. Help needed...
