Why CCleaner keeps cookies while Firefox doesn't?

The cookies might come from another source and aren't necessarily related to "be Firefox".
Do you have a free version of CCleaner?

The cleaner displays cookies from various web browsers, not limited to Firefox. You might have used another browser at some point.
I only use FF. Some sites I visit don't save cookies in Firefox, but with CCleaner they do.
Not sure about what to suggest.

How do you confirm or figure out that cookies aren't being stored in Firefox?
Just thinking like a devil's advocate:
If a website wants to save cookies, what stops it from doing so in Firefox?
And next time you access that site, it should know to check Firefox.
