The official specs for Windows 11 are limited to hardware from roughly the second generation at best, especially for CPUs. That’s quite restrictive, so I’d skip Windows 11 altogether and go with Windows 10, which remains supported until 2025. Only when more people adopt it should we seriously consider upgrading or switching to newer parts. In my view, if enough users do that, Microsoft will likely release updates for older hardware or even a completely new version.
