Are you certain it isn't from one of your hard drives? If not, attempt to run everything without power, then reinsert them individually until the sound returns.

Yes. I opened the case without a GPU and noticed the sound near the CPU socket. It seems connected to mouse movement and CPU operation.

You can try changing the vrm switching frequency and messing with other power delivery stuff in the bios to see if anything can be done. If you can't stop it, you may be able to muffle it, maybe hot glue the chokes (try at your own risk, ymmv. an old trick from back when chokes weren't encased) and/or put heatsinks on top of them.

The BIOS offers limited choices, making it hard to adjust the VRM switching frequency. I’m thinking about purchasing a different board, but I’m unsure if the Z390 is a good investment.

It's been a while since we last talked. I received this new replacement board because my first one failed unexpectedly, and it took a couple of months for it to be replaced. To prevent future issues, I disabled power-saving settings in the BIOS. Now it's just getting noisier. Not great.
