Decide based on your needs: i7 8700 offers strong performance, gtx 1060 3gb provides solid gaming, and i3 9100f with gtx 1660 balances power and efficiency for esports.

For CSGO the trade-off isn't favorable in most situations. It's only worthwhile when the CPU is at 100% and the graphics card is under 60%. To determine which system performs better, conduct a test on both platforms and compare the results.

What computer components do you currently have?
Are you looking to purchase only a CPU and GPU?
What is your highest budget you can afford after we assess your existing parts?

He possesses information you don't.
His GTX1060 3gb is a significantly inferior graphics card for quick action titles.
Consider this test:
Execute your games, but reduce the resolution and visual complexity.
This causes the graphics card to slow down slightly.
An increase in FPS suggests your CPU can handle a better graphics setup.
A stable FPS implies your CPU is the limiting factor.
An improvement in FPS means you don't require a more powerful processor.
The 8700 offers better performance and additional threads. However, games typically rely more on graphics than CPU.

The gtx1660 delivers superior gaming performance versus the gtx1060 3gb. The optimal choice is to continue using the gtx1660 and switch from the I3 9100f to the I7 8700, but first consider: what is your motherboard and RAM model? Do you have a budget for CPU and GPU upgrades or are you simply looking to switch another configuration?

in csgo it doesn't improve from 1080p to 720p, so you might want to consider staying with it.

I have a 2x8 2400 RAM setup and a B360M-K motherboard, but I don’t have the budget to upgrade. I’m just looking for another option.

A build consists of more than just a motherboard and processor. Please include your system's specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Case:
OS:
FYI, how much do you have to spend and where are you located?
