It's a mix of a GTX 1070, RX 5600 OEM, and an RX 590. These are quite old by current standards, yet they're in good condition. They're the only three left that I can pair with a legacy i5-7400 for upgrading someone's PC. I think the system will mainly be used for gaming. The power supply is new and has decent specs, offering 600W/50A on the +12V rail.

GTX 1070 8GB
RX 5600 6GB (OEM might not be as strong)
RX 590 8GB
I would choose the GTX 1070, it's very energy efficient and definitely beats the RX 590.

to align with a legacy i5-7400 for upgrading a PC for someone. It seems the machine will be heavily used for gaming. If it is gaming, you'll need to consider which titles will push the system to its limits. Based on your choice, recommendations will lean toward one or two specific cards from the available trio. You also overlooked mentioning the VRAM of each card.
The PSU is new with solid 600W/50A capacity on the +12V rail.
That's the official spec, but check the sticker on the PSU for the exact make and model.

Ditto on the 1070, the RX 5600 only has 6GB VRAM which is a bummer, and the RX 590 is a bit of a power hog with lower performance, but has the newer drivers than the 1070. Also consider an RX Vega 56 or Vega 64, they also can be power hungry, but they can be adjusted to use less power while still offering better performance. You're still limited to bug fix drivers without any new game support added. You might also want to check out an RTX 2060 8GB. Ideally, an RX 6600 would provide the best balance—more performance, ray tracing for newer games, lower heat and power use, and driver compatibility. Except for that, an RX 5700 would also work with drivers, but it won't run any games needing ray tracing. Do you know what motherboard they're using? It could support a cheaper Xeon upgrade to boost performance.

You can observe the performance variations yourself in this chart (bar graph).
https://www.techpowerup.com/gpu-specs/ra...-oem.c3475
A minor advantage for the RX 5600 OEM, succeeded by the 1070 and then the 590.
As previously mentioned, understanding your PSU's specific make/model is crucial for assessing compatibility. Details are important.

It's amusing you chose that site. It was the very first one that showed up in a search, but I wasn't sure if it was reliable. Thanks for bringing it to my attention.
The reason I hesitated to accept their rankings was because they consistently recommend such low PSU wattages as acceptable. That made me uncertain.

They will specify the manufacturer's minimum requirements. That might actually be less than what I suggest.

There seems to be an issue where the RX 5600 OEM doesn't work with the Asrock H270M-ITX/ac board. It might be related to the BIOS or the card functioning properly on a different system. The hardware itself appears to be in good condition, as it worked before.
