Focus on maximizing damage per second, as level only affects gear once you reach 30. World tiers also require specific gear levels, so make sure you meet them. There are two types of sniper rifles: high damage per shot but lower overall output, and low damage per shot but higher output with large magazines. I favor the latter for taking down tough mobs quickly.

For PvE, steady damage is preferable since enemies like purple, yellow, and gold absorb bullets easily, but be prepared for major changes with patch 1.6—soon TM

Dps measures damage per second, but it doesn’t always reflect enemy strength accurately—it’s more about personal preference. If you spot a weapon that boosts to green, switch it on. It really becomes noticeable after around 30 hits, especially in tough raids.
