i've seen numerous AMD vs Intel productivity and gaming benchmarks, but they seem a bit odd.
The i3-12100F paired with the cheapest z690 mainboard comes in around 110+260,
while the R5 4500 with the cheapest option is about 130+50.
I know the i3-12100F is better, but it's really strange to find a cheap CPU while having to spend a lot on an expensive mainboard just to unlock its OC feature. Who's making an unlocked CPU and then locking the mainboard for it? What's going on?!

Don't know your location, but I think it's just another example of charging what the traffic will bear. This happens every day for lettuce, shoes, and lumber.
Overclocking the CPU isn't as common anymore, so board stores might still find a few dedicated buyers who don't care about price and are ready to pay more.
If you're price-sensitive, you're likely not their main customer.
