To ensure an app starts in a specific location when Windows 10 boots, you can set its shortcut to point to that exact folder. Additionally, you can use the Task Scheduler to run the application at a particular time or trigger it manually.

Screen position suggests a likely scenario. Opting for hibernation seems better than full shutdown, allowing you to keep what you had and where you were.

Typically, most programs launch from their previous location. This can be done by setting the desired starting point.

There could be several approaches. One option is to use a third-party window manager. Another is to include position parameters in the filepath for shortcuts. Based on my experience with Windows 10, this only partially works. It retains the memory of the monitor app being closed and whether it was maximized or not. It doesn't retain exact coordinates.
