I have two Windows 10 Pro computers, and I want to add extended support for both. On neither do I see the enrollment option, though one of them might be outdated and is being updated while the other is current.

It should have been accessible by August, though there were some delays.

Completely unfamiliar. Claims about availability since August were just guesses. No official confirmation yet from Microsoft. They say there should be a link in "Settings" that takes you to the MS Store. "Windows 10 ESU is priced at $30 USD per device and can be bought directly via the Microsoft Store using the built-in option in Settings on compatible Windows 10 systems."

Because the option isn't available at no cost.

And apparently it IS available.
On my Win 10 Pro VM test box:
Clicking Enroll now gives this:
The interesting this is...this is a completely Unactivated Win 10 VM.
Firs stood up Dec 8 2016. Unactivated ever since.

Usually, just as with other updates, it doesn't launch globally simultaneously.

Beyond hardware comparability, there aren’t many valid justifications. This is similar to what those who delayed on W7 did.

Similarly, there is little reason to avoid it.
