I’m using an i5-6600k with an RX 580 and 16GB DDR4 RAM. In games like Call of Duty I experience heavy lag and full CPU/GPU usage, while in CS:GO I see only 100–200 frames, which feels quite low. I’m looking for a high-performance PC without spending too much on a new CPU.

Try boosting the CPU and GPU performance; if not, consider replacing the CPU with a stronger model such as Ryzen 5 3600 or even the 3300X.

I’m just getting started with this stuff, but I guess your friend probably boosted the CPU. For the GPU, it might not need an upgrade unless you have specific performance issues.

That's unclear. Could you provide more details?

Using MSI Afterburner is quite straightforward. You can find tutorials on how to set it up. Your CPU performs significantly less than the GPU.

I use the minimum settings, my monitor runs at 144Hz and I play at that speed.

Sure, I can help with that. Let me know if you'd like a summary or detailed info about the temperatures and motherboard.
