I've run numerous speed tests and usually see about 25mb/s, yet with Steam I get only around 600kb/s. That’s strange—right now it’s not downloading at all! By the way, I’m using Shaw.

Consider using a different Steam server. Right now, sales are affecting servers heavily, so testing with another location might help. It’s also worth trying a song or movie instead while you wait.

Consider adjusting Steam's download source to another region. Also verify whether a download cap is active. Keep in mind the current summer promotion. The servers are currently under heavy load.

I adjusted the setting and received a speed of 3MB/S. Appreciate it! There’s also no download restriction.

The Steam speed varies considerably. My typical rate is around 15 MB/s, occasionally reaching 25 MB/s, though this still falls short of my full 1 Gbit connection. It’s more of a global issue at first glance.
