It's a "performance counter" as you mentioned, which makes sense. It might just be a command name. This feature would be useful, for instance with tools like Intelligent Standby List Cleaner.

If you're using something like ISLC, it definitely helps. But what I was talking about is that the PC runs smoother with it—probably because Windows had disabled it before, and I re-enabled it, which is how I realized it worked again.
