After removing "CoreTemp" from my PC, the problem disappeared. It was one of the last programs I started up, so everything ran smoothly before that app even finished loading. When CoreTemp was running at startup, it showed me 5000 MHz graphics clock speeds while normal clocks were supposed to be lower. But when I turned off CoreTemp now, those high numbers never happen anymore and my system stays on the standard clocks.

I am not sure about this though. It feels like I can't change CPU speed with that program. If you try it yourself, will you get the same result?

*Correction: Maybe I was wrong. This app stopped me from going down to normal speeds right away. But once I started a game and used more power, it went back up to the original boost clock speed again.*
