Tissue isn't ideal for cleaning the CPU/pump. Opt for a coffee filter instead. It leaves lint that can disrupt contact. Also check two points: first, ensure the paste wasn't too thick, and second, confirm the pump is securely attached to the CPU—not just the screws.
That's what I'm worried about—I didn't use a coffee filter, which is very smooth. 😟
