The top choice for affordable VR headsets today that support Steam VR games is the Meta Quest 2. It offers great performance without breaking the bank, typically priced around $500.

I have the Oculus Rift S and I think it's an excellent choice for its price.

I'm really pleased with my Quest and enjoy all the flexibility (standalone, connected via PC, wireless to PC).

The Oculus Rift S stands out as a top choice for value today, especially compared to other PC headsets. HP has been hinting at future models, but it's hard to predict their price or performance. The Quest remains the preferred option for standalone use and can also handle decent VR experiences on a PC.

No, Quest cannot run Steam VR games. It is a separate device designed for VR experiences.

It seems the HP Reverb G2 may now support Valve Lighthouse tracking, an IPD slider, and a lighter cable. The original image quality stands out as superior to other models I've used, outperforming the Odessey and Pimax 5K+. I’d suggest it mainly for driving or flying simulations because of the WMR controls and cable weight. If they fix these concerns in the G2, it could become a great choice.
