I own a 9070x with an i7 14700 on a b760 board featuring 32gb ddr4. I believe the 9070xt is the right choice. For 1440p you should have a good experience.
In terms of DLSS, AMD has made significant improvements with FSRS, now matching DLSS performance. Regarding ray tracing, they seem to be keeping up or just slightly ahead of NVIDIA. I noticed in some games they might even outperform them.
In the US market, a 9070x is roughly $150 cheaper for similar performance. It's ultimately your decision. However, a 9070 or 9070xt should definitely be a solid card.
