Both Belkins models are handling this situation - the 4 and 8 ports.
This setup uses VGA video.
All other components function normally.
The 8 port appears to be significantly worse than the 4 port.
Could the issue lie with the AC adapter? The 8 port might be drawing more voltage than the 4 port?
I would consider replacing the KVM cable, but the dimming differences between the two KVMs suggest it's not the cable.

Concerns about small caps are that they often go unnoticed, and I've experienced a recurring cap failure with my Channel Master STB w/S-video. It seems a faulty small cap is a likely suspect.
