I found a Dell 15 5518 and a 15 3515 priced around £650 and £520 with 256GB and 8GB RAM, which matches what you were suggesting. I also discovered a HP model in that price range, though my recent experience with HP hasn’t been great. From this conversation, I realized I need a laptop with a solid processor and ample RAM.

I work with Photoshop as a hobbyist and have 8 GB of RAM. I’m content with the performance, though my CPU is quite powerful. If I had to pick, I’d prefer 8 GB RAM, an SSD, and a solid CPU over 16 GB RAM, a spinning hard drive, and the same strong CPU. However, I’m somewhat limited by what’s available from my suppliers, and I’m unsure how much my budget could be increased.

This would significantly impact your current 5th generation dual-core model.

If you're considering 15-inch laptops, storage and RAM can be upgraded later as needed. The priority should be securing a CPU that meets your requirements. Generally, similar investments will yield comparable results across different brands.

I need to reconsider, as some 15-inch models still require soldering the RAM, so it's worth verifying before buying.

I was actually recommending the 5500U at £529. The 5700U raises the cost to £629 and upgrades the SSD from 256GB to 512GB. I believe the latter might exceed the budget for the user.
Also, the earlier model could be enhanced with a 1TB SSD (£76 WD Blue) and 16GB RAM (£27 8GB Crucial 3200Mhz), which would likely be more beneficial than just adding two extra cores.
You don't appear to be able to set up a machine with 16GB RAM and a 1TB SSD at that price from Dell.
