What role does a Ryzen play here? Unless you upgrade to a 3900x or 3950x, you won't have the actual threads you need compared to the 9700k and more cores. I'm surprised you're limiting your CPU too much. When I upgraded to a 4930k, my game recording dropped the FPS, but that was mainly due to the graphics card. Besides, my CPU load stayed around 40 percent on AAA titles. You should have added a bit more to boost the threads, so your CPU usage would be closer to 60 percent at its peak. This would let the GPU handle more work and improve performance. Your current setup is solid, but skipping the extra 150 for an 8-core CPU would have made a noticeable difference. Your FPS would then match that of a 9900k, since games don't fully utilize CPU cores and threads.

It's not about the FPS in the game. If you examine the first image from the article you shared, you'll notice the game is using all threads of a 16-thread CPU. The original poster has an 8-core CPU, which means each core will be heavily utilized. Anything running alongside the game will either suffer performance problems or worsen them, which is how Windows operates naturally.

Others suggested the simplest solution would be to use nvenc or enable quicksync with OBS, reducing the CPU impact. Increasing the encoding priority to the highest in OBS settings could also help.
