I agree, this is a good one. Reasonable shipping price also.
Though, depending on their packaging ability, I might request it be shipped via USPS instead of UPS.
One could shoot the seller a message prior purchasing it and see what they say.

I’ve acquired many used cards and had no issues. I once purchased an hd7950 a while back. That card was excellent for a long time. It was bought on eBay over ten years ago.

the last three gpus in my collection were second-hand purchases (rx 580, gtx 1080, and my current gpu - 2070 super). i never experienced any issues. if you're careful and purchase from a reputable seller, you should avoid problems.
