I recommend giving it a little time before the 4000 series refresh is released. The 4070 super appears to offer more CUDA cores than the 4070, which would make it outperform the 7800XT. This could make it a worthwhile purchase.
For the CPU, choosing AM5 would be ideal since it enables upgrading to the latest generation chips. The 14th gen or Z790 only supports Intel chips from the 12th/13th/14th series, making this an outdated option.
A budget B650E would provide solid VRMs, PCIe 5.0 SSD support, and next-gen WiFi 6E compatibility.
Without a GPU:
