Yeah, the lag on the mouse is really weird. I used to fix the stutter before, but this one thing still isn't making sense to me. Let's try everything else tomorrow and tell you what happens! Thanks so much for your time!

I've tried fixing this, but the lag is still there. It feels different if I turn off my monitor and turn it back on. Sometimes the game locks at 60 frames per second just after I power down or restart it, even until I switch applications. I also switched to a new cable, so maybe that's not the problem either.
