What part is dead? The CPU or the motherboard?
Watched a video suggesting the A320M S2H V2 can OC, tried it. Adjusted Ryzen 5 3500X to 3.8. Restarted BIOS, logo vanished, screen went black briefly. Did I kill the CPU or the motherboard?
possibly neither. Consider removing the CMOS battery from the motherboard. Turn off the power and press the button a few times while it's off. Wait a minute or two, then reinsert it and restart to BIOS. This should reset your BIOS settings. You may need to reinstall the BIOS update, though it's not certain.

Also, increasing the overclocking process involves far more factors than merely adjusting the CPU's clock speed. Numerous elements must be fine-tuned and voltage levels modified. Simply raising the CPU speed won't suffice. I'm not certain if that's what you were trying to say, but without more details it's hard to clarify.
