Raider GE66 11UH-686 or Stealth GS66 12UGS-297US
As of right now there is only a $20 difference between these options.
Do I go with an 11th gen w/ 3080 16gb or 12th gen w/ a 3070ti 8gb?
The Stealth has faster memory and didn't get puked on w/ RGB, but the Raider does have a SD card reader which is nice.
Focus will be creative cloud work, but I do game.
Will be using an external monitor for both.
Any recommendations?

A 12th Gen with a 3070 Ti would be a superior option compared to an 11th Gen with 3080. The CPU performance would be significantly better.
Are you truly requiring this laptop? This is essential for your needs? For that price, you could build a much more powerful desktop.

Sadly, it requires a laptop since I need to travel often. My old, well-built water cooled 5900x and 3080ti from last year are now gathering dust. =(
I'm also checking with MSI because something seems off about the listing, which could affect my choice. The GS66 is labeled FHD... but the details say QHD. There might be a mistake somewhere.
UPDATE
MSI replied confirming the title has an error and the GS66 is actually a QHD screen

Absolutely, this really impacts things. It's not only about needing a certain resolution due to pixel density, but also how well it works with different graphics card models.
