Web agency that I hired to remove the malware, they performed three low-level format and a fresh Windows 11 installation. However, the malware remains. I have never connected it to the internet from my home yet.

If they carried out correct clean setups for genuine Windows media, this would be extremely difficult. If you reinstalled unauthorized programs later, it probably brought the issue back.
Only trusted sources are acceptable.
Moreover, you should use very little of the Lenovo extra software that comes with their devices. A proper installation will eliminate all of that clutter. Then you can choose what you want and restore what’s needed.

When I attempted using an original trial copy of w10 from the Microsoft website, the starting kernel was already infected, which suggests it might be a bootkit targeting UEFi/bios.
You can only flash the BIOS from Windows on this laptop, making it nearly impossible to remove the malware.
