I understand the situation, it's a locked multi-core system and your BIOS isn't flexible. Is there any software available to adjust the CPU speed?

No, the S versions are already sufficiently clocked.
You might prefer reduced performance for other reasons.
A regular 2400 operates at 3.1GHz base, turbo up to 3.4GHz.
The 2400S runs at 2.5GHz base, turbo up to 3.3GHz.
In the best case, you could disable turbo, maintaining lower CPU speeds.
