The CPU is already operating at full capacity, and any attempt to increase usage won't succeed. This is just how things are.

I believed my situation was severe until I reviewed the CPU performance chart in Task Manager. I noticed I only reached 100% CPU usage in games while compiling shaders. Would it be feasible to purchase a used i7-7700k? I think it would be quite affordable.

I purchased a 7700k and experienced input lag stuttering at 20-40fps, but improved to smooth 80-90fps even though my CPU remains at full capacity.
