On an OEM board such as the one from Dell, overclocking isn't possible. If it were, the voltage limit would matter more than the clock speed.

Works with 2nd/3rd generation chips? Probably not. It's better to save up and skip the near $90 cost.
You're also stuck with used boards... Honestly, I'd rather get a cheap, used i7 than waste money on a new one.
