On one hand, this is Riot Games. I don’t really think they’ll deliver on their promises.
However, for a more realistic perspective, beyond being able to operate in the country without proper permissions, you still face several challenges:
Securing a location with stable internet access
Locating a suitable building to accommodate everything
Assessing the expenses related to utilities
Purchasing the necessary hardware to build and maintain servers
Recruiting staff to oversee the server operations
And finally, you need to explain why investing such resources would be worthwhile.
If market analysis indicates that South Africa—or even the broader African continent—won’t generate sufficient revenue, then major decision-makers are likely to abandon any plans.
