You're experiencing issues with your Dell Latitude E5530. It's stuck in Windows logo even though it has an SSD. When you try to boot from the removable drive, Task Manager shows high latency (around 552 kb/s) and constant full disk usage. You should check the SSD health, possibly run a diagnostic, and consider replacing the drive if it's failing.

I made adjustments to another SSD and RAM for testing, yet the outcome remained unchanged.

I had an old laptop it had a similar issue, sometimes it would boot to homescreen but even opening chrome or something would make it crash. Sometimes my laptop wouldn't even boot. I fixed it by re-installing windows. I would recommend trying that. If you have all your data on your removable ssd and everything you could factory reset it. https://www.easeus.com/computer-instruct...:~:text=If your computer doesn't,can factory reset your PC. That link will show you how to do that (I haven't read through it yet just tell me if it doesn't work) When it does boot you could try to normally re-install windows, I don't think there is any difference between factory resetting and re-installing windows but I think re-installing windows is easier. Here is a video on how to install windows via a USB.
