I know Alan Wake 2 can be quite demanding, but I haven't noticed many similar problems from other players.
Watch this video: https://www.youtube.com/watch?v=IVaISwlvRVE
In the clip you'll notice the game stutters right away when I move the camera, with frame rates consistently below 30fps and occasional drops to around 1%. The game is running at low settings in 1080p ultra performance FS.R. No matter what adjustments I make, it still stutters. I’m not sure why this is happening. I can play a stable 30fps version on medium settings at 1440p, but I really want a smooth 60fps experience. My GPU and chipset drivers are current.

Download and set up the Display Driver Uninstaller.
Restart the computer in Safe Mode.
Execute DDU to remove the video driver.
Restart in Normal Mode.
Apply the newest video card driver and restart if necessary.
Observe the game performance.
