You might want to focus on narrowing down the noise source by using an A4 sheet, rolling it into a cylinder and holding one end toward your ear. The other end should help locate where the noise comes from.
From what I see, it doesn’t sound like clicking. It resembles a fan blade struggling to spin and possibly a broken blade. You may wish to disconnect the system from the wall and check the display, then remove the PSU for inspection without disassembling it.
I notice a Be Quiet! on the back of the PSU, but we’ll need more details. Please list your build specifications clearly: CPU, cooler, motherboard, RAM, SSD/HDD, GPU, PSU, chassis, OS, monitor. Include the age of the PSU along with its make and model.
Bios version for your motherboard is also required at this time.

Can you sense any tremors on the device during the event? Because it feels quite mechanical, mainly due to the fan's operation. It seems like the fan blades are vibrating slightly, and after reaching a specific number of spins, the bracket starts to shake.

The noise stops when the computer starts, and it gets worse over time, reaching a plateau after a few minutes as seen in the video. I’m mostly sure the PSU is responsible.
