It often appears whenever I turn on my computer. I don’t know the reason. I’m connected via an Ethernet cable, and it happened during Wi-Fi use. I’ve changed my settings and reinstalled Windows before.

It happens to me too, but I’ve been too lazy to fix it lately. I think a reinstall should help.

Ensure you're using the most recent version of MSI Afterburner. (RivaTuner is an outdated freeware that has been integrated into Afterburner; sometimes it appears under the old name.) You don't need to reinstall Windows for this. Many assume they must reinstall Windows, but that's not necessary.

It doesn't always mean a problem on your side. The issue might be due to their server being down or the software version being outdated and unable to connect.

Ensure updates are verified before network drivers start and confirm your connection works. Are you installing RTSS for a specific purpose?

Rtss is usually added during the installation of Afterburner, managing the overlay mainly... I've received this notification a few times lately, though it's stopped now. Even with the update options disabled, it still appeared, possibly indicating separate Rtss configurations? Still using my 2017 Windows 10 setup, everything seems to work (though some features might be faulty on new installs too).

RTSS operates as a standalone program, appearing only after you select it during Afterburner's installation. It functions separately in your system tray with its own interface and configuration. It isn't necessary for Afterburner to work, but it can be used if you want access to the OSD.
