I've been checking various options but receiving inconsistent feedback. Some suggest driver software for AMD, others recommend Rivatuner, in-game tweaks, and specific titles like Apex, Valve, OW. What do you think works best for competitive FPS games?

By nature a frame limit adds delay, stretching the interval between frames and lengthening your response time. In competitive gaming it's common to disable frame limits. It could be said that with a monitor offering a very high refresh rate, enabling VRR might help eliminate tearing. Once the delay is under 5 milliseconds it seems to have little impact. I think these options would simply communicate the same instructions to the driver, making them equivalent.
