I've got a PC setup with some older components and a few modern upgrades. It's built for The Division at minimal specs, but I've heard others using older hardware. Will it work at 720p? Your parts include a Q6600 CPU, Arctic Freezer Pro 7 Rev2 cooler, Asus P5kpl-CM motherboard, two 2GB RAM sticks, Corsair XMS and OZC GPUs, an EVGA 500W PSU.

Using an i7 processor and a 260x display, I see frame rates hovering around 40-50 FPS even at low settings. Probably due to thermal management or rendering optimizations. Thermal anti-aliasing might also play a role.

I've read a comment suggesting it's achievable. A 950 should provide 30-40 frames using the Q6600.

The Q6600 remains a powerful processor and should work well with a budget GPU like GTX 950 or R9 370 when you adjust the settings appropriately.

Used a Q9550 and GTX970, achieving around 30 FPS with minimal CPU usage across all cores.

Certainly, just remember not to assume it will perform well under heavy loads.
