Hello!
Dear friends, could you confirm if the issue matches what I've outlined or if I'm overreacting? During intense gaming sessions or extended RTX stress tests lasting over 20 minutes, the power supply activates the fan at full speed. This happens for roughly 2 to 3 seconds before stopping, and it repeats every 3 to 5 minutes. This behavior appeared in games like Doom the dark ages and Last of us, but not in Horizon Forbidden West even with very long loads. The temperatures stay around 55 to 65 degrees for both CPU and GPU.
My system details:
CPU: AMD RYZEN 7 9800 X3D
GPU: ASUS RTX 5090 ROG ASTRAL OC (2737 MHz and 900 mV in afterburner)
Memory: ASUS ROG X870E HERO
RAM: G-SKILL TRIDENT Z5 ROYAL NEO
Power Supply: THERMALTAKE TOUGHPOWER TF3 1550W
Cooling: LIAN LI GALAHAD II LCD SL-INF 360

When the power supply's load rises, its parts become warmer and eventually the fan activates to regulate temperature. That's the usual behavior. Everything functions properly, and many units increase their fan speed during higher loads.

All is in order. On the contrary, i'd be worried when load is high and there's no airflow sound from the PSU.

verify that your PSu is oriented correctly. Many PSUs specify the correct direction for the fan. For instance, my Corsair PSU is upside down when viewed through the logo, but the fan points straight down over the air intake at the bottom of my PC case. This is necessary to avoid the fan facing upwards, which would leave only a small clearance of 5 or 6mm from the shroud—something very typical in modern PC cases.

PSU fans usually start spinning up briefly during boot and only activate when the system needs cooling.

If your fan runs continuously every few minutes, it raises concern because mine rarely spins up even after extended gaming sessions.

Not every PC case includes a PSU shroud. Those that do usually allow removal or have a grille design that accommodates the PSU without restricting its orientation. Only the most basic cases might have a fully solid, non-removable shroud. If such cases exist, then placing the PSU fan downward is advisable.
When examining the OP's PC case, you'll notice an atypical arrangement where the PSU is positioned behind the motherboard tray rather than directly beneath it. Additionally, the PSU offers two possible mounting positions, suggesting the fan is likely oriented outward, away from the tray.
