Yes, I removed the partition, changed the format, and reinstalled Windows.

The startup menu doesn't indicate what the program is. It doesn't appear when the system starts, but I notice it when the screen wakes up after 30 minutes or longer. I also looked in the task scheduler, but nothing points to the program's identity.

do you have any C++ development software installed? the people on that forum mentioned they confirmed it as Delphi Codegear C++ or something similar. are you testing mobile applications? where did you obtain your Windows installer from? use the windows media creation tool to create a fresh USB drive on a clean computer first, then format and install a new Windows 10 if you wish to reduce the risk of Windows installer malware infection.

I am not using any phone applications. The two programs I consider related are Halo or private internet access VPN.
I made the Windows 10 media using the Windows 10 Media Creation Tool from Microsoft.
