Hi everyone,
I've been experiencing micro-stuttering similar to what's shown in the video, especially during scene changes. I'm seeing frame time spikes and FPS drops to 5 or 10.

I've been trying to fix this issue for three weeks now and have tried everything I could find on the internet, but nothing has worked.
Here's my rig:
- ASUS ROG MAXIMUS Z790 DARK HERO
- Intel® Core™ i9-14900K
- GSKILL 64GB (2x32GB) Trident Z5 RGB 6400MHz CL32 DDR5 1.4V
- Corsair iCUE H150i Elite 360mm AIO
- Asus ROG Strix GeForce RTX 4090 OC Edition 24GB GDDR6X
- MSI PSU MEG AI1300P PCIE5 1300W 80+ PLATINUM
- 10 x Corsair iCUE AF120 RGB Elite 120 mm PWM case fan. 4 exhaust, 6 intake
- Windows 11 Pro ( up to date)
Here's what I've tried so far:
- Updated to the latest BIOS & VBIOS with clearing CMOS.
- Installed the latest NVIDIA drivers.
- Updated all drivers from the motherboard manufacturer's website.
- Tried with XMP on and off.
- Tried with GSYNC and VSYNC on and off.
- Tried different motherboards and RAM.
- Ensured that the PSU and all cables are securely connected.
- Ensured that GPU, CPU, and RAM were fully inserted.
- Using balanced/high-performance power plan.
- Ran Memtest, AIDA64, and Karhu RAM test for at least 8 hours, all came back okay.
- Tried with hardware-accelerated GPU scheduling on and off.
- Tried with HDR on and off.
- Reinstalled Windows 11 three times.
- Installed games on an NVMe SSD (Samsung 990 pro 4TB).
- Reinstalled NVIDIA drivers using DDU seven or eight times.
- Reapplied thermal paste four times.
- Tried ASUS multicore enhancement with both enforcing all limits and auto settings.
- Installed contact frame.
- Tried 2 different HDMI 2.1 cables, multiple HDMI ports (both GPU and monitor), 2 different display port cables, and different display ports on the GPU.
- Changed the monitor with a brand new one.
- Set Nvidia control panel to maximum performance.
- No Armoury Crate, iCUE, etc. bloatware. Pure clean Windows. Only fan control and SignalRGB installed. No background processes while gaming.
Games experiencing micro-stuttering:
- Cyberpunk 2077
- Battlefield 2042
- Microsoft Flight Simulator
Games running smoothly:
- CS:GO
- Call of Duty: Warzone
Please help me and guide me to the right path for debugging more.

does it occur when using medium or low graphics settings as well?
to see if the issue exists, visit userbenchmark.com and share the link of your test, for example:
https://www.userbenchmark.com/UserRun/28977730
restart the BIOS via jumper clrCMOS or JBAT or something similar (you'll need to adjust boot priority later)
verify the system integrity in Windows
launch the command prompt with admin rights and run DISM /Online /Cleanup-Image /RestoreHealth

Hello
Do you have the HWMonitor software installed and verified the CPU and GPU temperatures during load?
Can you also check your CPU's minimum and maximum clock speeds?
A difference of even a small gap, such as between 500Mhz, might suggest thermal throttling that can be fixed.
Please let me know.
