I just want to utilize the 4K TV in my home as a monitor for this project. I purchased that TV four years ago... The current setup only supports HDMI 1.4, which isn't capable of sending 4K output to the TV. I'm thinking about using its built-in graphics instead.

I understand 25K INR is a bit low, but it shouldn't exceed 32K INR. It's still not possible. 8 years ago I created an HDMI PC for just 20K INR. That was a long time ago.

Based on your setup, adding a GPU to the current build could be simpler.

6 years ago when Office 365 launched, 8 GB of RAM was the norm for PC builds. Software hasn't changed, Office 365 still needs min 4 GB of RAM (or 2 GB when OS is 32-bit), so, 8 GB will suffice.
Also, OP asked the cheapest within given parameters and that's what i did. Also, for office build, Celeron chip will do. After all, this is the target usage of Celeron chips.
Moreover, door is open for further component upgrades once OP has more funds. But when current funds can't do low-end build, then entry-level (cheapest) build has to do it.

Numerous bloatware Win services can be halted or turned off, preventing them from consuming system resources. It simply involves adjusting the settings of Win.

It's not limited to Windows, but also includes all other software. Creating a system based solely on Office 2016 is a flawed approach.

And also Visual Studio Community for coding on VSTO tools. Office isn't inexpensive. It's a vast ocean. Not just a sea, but an Ocean!
