I've solely relied on Dell's update tools or manually executed the installer within Windows to refresh the BIOS.

It's the simplest method—restart your PC with the USB already set up, then open BIOS, press the Flashback button, and it will begin updating automatically.

get the CILES files from the OEM onto a USB stick, then transfer them to your computer
