They haven't released any new titles for that CPU, so perhaps an AMD 3000G would be better. You seem to not be a performance-focused player.

I'm working toward a goal of about $200 for the CPU and am also purchasing additional components for the PC as I'm constructing it from scratch.

You could wait for zen 3 to come out and check what it has to offer and decide which platform you'll move to, and you could also wait for ampere to launch and then decide a budget for the whole build.

It's a $50 MSRP CPU, currently selling between $55 and $60 after release. That seems reasonable. The shipping cost is a bit high, but I'm not sure of your location. Also, it's a low-power chip—perfect for email, Excel, and YouTube, but not ideal for heavy tasks.
