The problem stems from high memory usage, causing performance issues. You've already disabled it in services but faced errors and a delayed restart. Consider optimizing system settings or adjusting resource limits to free up RAM.

The issue is related to Windows 10 notification settings. You can resolve it by starting in Safe Mode. 1) Press the start button and type "msconfig", then click OK. Go to the "Start" tab and check the Safe Mode option. Click Apply and restart. 2) Your system should now boot into Windows Safe Mode. 3) Launch the start menu, type "run", and press Enter. 4) Enter the path "%LOCALAPPDATA%\Microsoft\Windows" in the small window. 5) This will display a folder; remove any named "Notifications". 6) Restart your computer and try again.
