What is causing my weird mouse issues to appear?

The games don't include in-game acceleration and it disappears occasionally when switching between windowed and fullscreen, depending on the game. Overwatch tends to experience this in windowed mode, Doom Eternal often fixes it but sometimes needs a change, and Roblox is another game with this problem. It's quite strange and varies from game to game.
