the wattage represents the power consumption.
they are not linked or related.
a 3.0 x16 PCIe slot offers 15.7GBps bandwidth
with a 75W GPU connected to that bus, the bandwidth remains 15.7GBps and the power draw is 75W

There's no way to know if the gpu follows the standard but they should be. There is nothing to worry about.
You are complicating things with all these new threads. So looking at your other ones it looks like possibly a concern when you oc? Then still nothing to worry about. The extra power comes from the pcie cable.
