I checked online and found that many recommended B450 boards are currently out of stock. I’m focusing on in-stock options that work well, with a preference for models in the $150-$130 range. The $114 to $130 category is what I’m most interested in.

It's a personal preference, but I strongly suggest using an x570 chipset for high-speed RAM because Ryzen fully utilizes fast memory. This chipset is among the few AM4 options that support speeds up to 3200 or 3400 MHz. For a more affordable option, consider the ASRock X570 Phantom Gaming 4S priced around 140 USD.

Additionally, I believe the B450 doesn't handle OC at 3600MHz, whereas the X570 does support it.

This situation isn't necessarily true. It's possible to overclock a single motherboard, though it might damage the VRM. Certain B450 models could be affected. Check the tierlist link in the discussion for more details.
