Navigate to the cleanup section and select system files or similar options, then pick everything.

Windows.old contains remnants from earlier installations. Verify if you want to retain any personal data, or else it’s likely unnecessary to keep it.

Did that, still have $Windows.~WS which is almost 6GB.

I just ran CCleaner and checked the box for "Old Windows Installation." It removed the Windows.old folder and $Windows.~BT. I manually cleared the $Windows.~WS file. After restarting, everything looks normal and unchanged, so it seems safe to delete those files.
