I've been working on customizing my EVGA RTX 2070 XC Gaming using MSI Afterburner's OC Scanner. It indicated power was the main bottleneck. The graph peaks at 1965 MHz at 1162 mV and higher:

Is this unusually low? Could the PSU be restricting performance?

No, it's not low. The issue lies with Nvidia's conservative approach to power limits.

This applies to all Pascal and Turing cards, except the more advanced models that have those restrictions removed.
